Summary

Old Dominion University’s Office of Enterprise Research and Innovation’s (OERI) Spectrum Advanced Training Technology Laboratory (SATTL), in support of the Office of Undersecretary of Defense for Research & Engineering (OUSD R&E), seeks a Technical Director with strong engineering and innovation skills in systems engineering, R&D, T&E for the establishment of the SATTL. The ideal candidate will be experienced in managing research and engineering programs/projects and committed to secure deliverables and engage in team development. Responsibilities include managing research and engineering of the Hardware Integration and Software Support activities at the SATTL within the Spectrum Modernization. The role is essential for advancing training technologies and methodologies, fostering innovation, and excellence in research, engineering, and industry collaboration. The ideal candidate will also demonstrate a commitment to research and engineering excellence, team development, and team leadership. Strong ties to the community network are crucial, including Government organizations, and experience in how Government accusation and development operations works. The candidate is expected to emphasize workforce development and demonstrate technology leadership through scouting and creating new ideas.

 

Job Responsibilities:
  • Responsible for directing, planning, organizing, controlling, and managing the SATTL project/program, subordinate to the Government PM (OUSD R&E).
  • Manage multiple concurrent analysis and development tasks in projects, formulate and enforce work standards, develop schedules, review work discrepancies, communicate policies, and manage and control funds and resources.
  • Responsible for all the SATTL testing and evaluation operations, set best practices, and perform internal audits designed to evaluate risk and test internal controls, as well as identify opportunities for more efficient operational processes in compliance with government regulations, GMPs (Good Manufacturing Practices), SOPs (Standard Operating Procedures), and all applicable laboratory procedures.
  • Serves as the technical point of contact for the SATTL, represents the SATTL interests, directs the team as they work on the project, and facilitates technology transfer during the project.
  • Responsible for setting and enforcing safe-use guidelines for the SATTL equipment, and routinely performing (or delegating) preventative maintenance on equipment and ordering new equipment and replacing failing equipment as needed.

Minimum requirements:  A masters or equivalent experience (25+ years) in data and computer science, engineering, test and evaluation, systems engineering, information technology and/or any other closely related field.  Proven experience of serving as Technical Director, or equivalent.  Superb interpersonal and communication skills. Excellent communication, negotiation, and presentation skills.  Proven expertise in research and engineering with practical application of these skills. Excellent communication and interpersonal skills, capable of engaging diverse stakeholders and fostering collaborative initiatives.

U.S. citizen, qualify for Tier 2, National Security Clearance for Secret Information.

Preferred qualifications:  Previous leadership role in a research center, academic department, or equivalent setting, demonstrating the ability to navigate research and engineering environments.  Experience in conflict resolution, team talent development and contributing positively to a fulfilling work environment. Additional experience of serving with and/or in the Government. Additional knowledge and experience of Spectrum Modernization and Electronic Warfare Additional knowledge and experience of Live, Virtual and Constructive Modeling and Simulation.  Experience in conflict resolution, team talent development and contributing positively to a fulfilling work environment. Additional experience of serving with and/or in the Government in mission engineering systems testing, and integration.  Additional knowledge and experience of Spectrum Modernization and Electronic Warfare.  Additional knowledge and experience of Live, Virtual and Constructive Modeling and Simulation. Additional experience as an assistant director or in a significant administrative role within an engineering or research setting is a plus.
