Old Dominion University’s Office of Enterprise Research and Innovation’s (OERI) Spectrum Advanced Training Technology Laboratory (SATTL), in support of the Office of Undersecretary of Defense for Research & Engineering (OUSD R&E), seeks a Spectrum Testing and Operations Manager. The Operations Manager will oversee the establishment, operation, and continuous improvement of a state-of-the-art SATTL Facility supporting the Department of Defense (DoD) Spectrum Management operations. This laboratory will focus on testing hardware and software systems related to spectrum management in a training and operational environment, ensuring compliance with testing standards, and maintaining a repository of verified and validated software for ongoing and future projects. The Operations Manager will be responsible for facility design, setup, equipment maintenance, team coordination, and the overall efficiency of the lab in delivering accurate, high-quality testing results.

• Support the SATTL Technical Director in the establishment of the SATTL Facility, including identifying, procuring, and configuring testing equipment, hardware, and software tools. Ensure the lab is fully operational and meets all required standards for safety, security, and compliance with DoD regulations. Manage the physical and network infrastructure of the laboratory, ensuring that resources are available and optimally configured for testing and integration efforts.
• Design, develop, and implement comprehensive test standard procedures for hardware and software testing related to spectrum management and training systems. Coordinate integration and test activities, ensuring all test scenarios are executed effectively. Collaborate with engineers, software developers, and other stakeholders to ensure test results are accurately captured, analyzed, and reported.
• Support a multidisciplinary team of engineers, technicians, and other lab personnel in the execution of test activities. Provide guidance and training on lab equipment, testing procedures, 

• and best practices for both hardware and software testing. Promote a collaborative environment within the lab, ensuring clear communication between teams and departments.
• Working with the SATTL Configuration Manager, develop and maintain a secure repository for all tested and verified software, ensuring easy access and proper version control. Coordinate software testing and update procedures, working closely with software teams to ensure that all software is thoroughly validated before inclusion in the repository. Monitor repository usage, ensuring that access control measures are followed, and compliance standards are met. Coordinate with outside activities to release archived software from the repository.
• Establish and enforce laboratory processes and protocols for quality assurance and quality control (QA/QC). Ensure all documentation related to test procedures, equipment, and software repositories is current and compliant with DoD and industry standards.
• Identify opportunities for continuous improvement in lab processes, tools, and methodologies to increase testing efficiency, accuracy, and relevance. Implement corrective actions based on feedback from testing, operational issues, and evolving requirements.
• Ensure that all lab operations comply with relevant DoD policies, security protocols, and industry standards.
• Maintain strict confidentiality and integrity of data and software being tested, ensuring compliance with security clearances and classification levels as required.

Minimum requirements: Bachelor’s degree in engineering, Computer Science, Information Technology, or a related field. A master’s degree is a plus.  At least 7 years of experience in laboratory management, system integration, or testing, with a focus on hardware and software testing in a DoD or government environment.   Strong background in spectrum management, Integration testing, wireless communication systems, or related fields. Proven experience in managing a technical team, with a focus on lab design, test engineering, software validation, and hardware/software integration. Excellent written and verbal communication skills.

U.S. citizen, qualify for Tier 2, National Security Clearance for Secret Information.

Preferred qualifications: Master’s degree in engineering, Computer Science, Information Technology, or a related field.  At least 15 years of experience in laboratory construction and management, preferably in a DoD or government environment.
