Old Dominion University’s Office of Enterprise Research and Innovation’s (OERI) Spectrum Advanced Training Technology Laboratory (SATTL), in support of the Office of Undersecretary of Defense for Research & Engineering (OUSD R&E), seeks a Spectrum Testing and Operations Manager. The Operations Manager will oversee the establishment, operation, and continuous improvement of a state-of-the-art SATTL Facility supporting the Department of Defense (DoD) Spectrum Management operations. This laboratory will focus on testing hardware and software systems related to spectrum management in a training and operational environment, ensuring compliance with testing standards, and maintaining a repository of verified and validated software for ongoing and future projects. The Operations Manager will be responsible for facility design, setup, equipment maintenance, team coordination, and the overall efficiency of the lab in delivering accurate, high-quality testing results.
Minimum requirements: Bachelor’s degree in engineering, Computer Science, Information Technology, or a related field. A master’s degree is a plus. At least 7 years of experience in laboratory management, system integration, or testing, with a focus on hardware and software testing in a DoD or government environment. Strong background in spectrum management, Integration testing, wireless communication systems, or related fields. Proven experience in managing a technical team, with a focus on lab design, test engineering, software validation, and hardware/software integration. Excellent written and verbal communication skills.
U.S. citizen, qualify for Tier 2, National Security Clearance for Secret Information.
Preferred qualifications: Master’s degree in engineering, Computer Science, Information Technology, or a related field. At least 15 years of experience in laboratory construction and management, preferably in a DoD or government environment.
