Summary
The primary purpose of this position is to provide assistance to principal investigators (PIs) in the Center for Implementation and Evaluation of Education Systems (CIEES) with administrative aspects of pre-award proposal development and post-award activity and support, including budget development, compliance review, preparation of applicable forms, payroll preparation, and ensuring funding agency deadlines are met.   This position will collaborate with staff at the Old Dominion University Research Foundation (ODURF), the fiscal agency that supports CIEES and staff at Old Dominion University.
Job Responsibilities:
Approve project expenditures. Work with ODURF to ensure compliance of all project reporting and deliverables. Working with PI, obtain sponsor approval for post award modifications, including no-cost time extensions, re-budgeting, carry-forward approvals and changes in scope of work. Collaborate with ODURF on project closeout. 
Advise PI in the development proposed budgets and provide review of draft budgets. Collaborate with ODURF on award acceptance and project set-up.
With PI input, initiate all payroll set-ups and plan payroll allocations.  
Maintain spreadsheets and databases for project tracking and management. 
Meet regularly and coordinate with ODURF, sponsors, and other fiscal offices to resolve project issues, expenditures, and budget concerns.
Establish and maintain effective relationships with sponsors, PIs, co-workers, ODURF staff, and ODU staff to ensure all services are provided with a proactive customer service approach.
Serve as a resource contact for PIs and sponsors for providing grant administration guidance, interpretation of terms and conditions and procedures of specific project issues.  
Collaborate with ODURF to ensure compliance of all project reporting and deliverables. 
Other duties as assigned.

Required Minimum Qualifications
Bachelor's degree + 2 years' experience or equivalent combination of education, training, and experience in grant administration.
A minimum of two or more years of related experience is required. Knowledge of compliance regulations in areas of research administration. Familiar with Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations Supplement (DFARS).

Preferred qualifications
Ability to interpret Federal and University policy. Clear and effective communication skills. Broad knowledge of sponsored programs administration on the job and through formal training.
CRA certification or member of NCURA 
Experience in budgeting and or account reconciliation.
