Summary
Program Manager II for the Department of Medicine’s Infectious Disease Division is responsible for oversight and management of the Ryan White Program within the Department.  They will work with outside funding agencies, develop/manage internal processes and infrastructure to successfully support and expand the Program.  Program Manager provides management, strategic planning, financial oversight, and leadership necessary to ensure the Program has the proper operational controls, administrative and reporting procedures, and resources in place to effectively manage and ensure financial stability, as well as operational efficiency and effectiveness. They will continue to develop the program to best care for the patient population we serve. 
Job Responsibilities:

Management Operations:

  • Serves as primary contact with the City of Norfolk, Virginia Department of Health and Federal Health Services and Resources Administration on multiple grants.
  • Provide strong leadership in personnel, financial oversight, contract and grant administration.
  • Write and coordinate preparation of multiple Ryan White and/or HIV grant application packages including budget, regional, organization and statistical information.
  • Establish policies and procedures to ensure that staff remains compliant with patient enrollment, HIV management performance, grant fiscal standards, and provide staff training.
  • Remain current with Virginia and regional HIV/STD trends, provide statistical and trend feedback to granting agencies as needed.
  • Prepare and monitor multiple grant and program budgets.  Negotiate funding adjustments and justifications.
  • Determine and process personnel time allocations to multiple grants.
  • Review/prepare multiple grant reimbursement requests monthly/quarterly/annually as required.
  • File annual Federal and state data reports.
  • Oversee multiple programs that include providing primary care and supportive services to HIV positive patients using Federal and State grants.
  • Determine best organizational structure for operations.
  • Develop plans for program goals and vision.
  • Identify best practices and improve internal controls.
  • Ensure program activities operate efficiently and within the institutional guidelines as well as within the scope of external grant and contracting agencies.
  • Oversee all areas of Ryan White Program operations, including enrollment, performance measures and data collection, including the operations of multiple off site clinics.
  • Prepare impact analysis for changes to grant funding, guidelines or patient volume.
  • Organize and establish operational priorities.
  • Frequent interaction with external granting agencies and governmental organizations.
  • Oversight of internal and external specialty referrals, labs and patient cost share assistance.
  • Other duties as assigned.

Fiscal Operations

  • Develop and execute annual budgets for Grant funding and Research Programs.
  • Prepares multiple annual grant applications and call for proposals from external agencies.
  • Primary Budgetary responsibility for all financial operations within the Department’s Ryan White Program.
  • Monitor grant budgets and submit justification to grantors for budget modifications.
  • Coordinates annual Ryan White audits with external auditors and various ODU-EVMS departments; Provides analysis and clarification of grant guidelines as necessary.
  • Serves as Departmental lead on annual Site Visits and audit/regulatory operations,
  • Responsible for invoicing and recording of all Clinical and Grant Contractual Agreements, as well as facilitation of contract executions or renewals.
  • Prepare and analyze periodic financial statements and perform trend analysis, correct discrepancies, meet with Department Administrator and/or Infectious Disease Division Chief and senior management to manage financial performance.
  • Prepare monthly/quarterly invoices for submission to multiple grant agencies.
  • Participates in billing of Ryan White encounter and cost share claims, with ODU-EVMS billing office as necessary.

Human Resources:

  • Work with Department administration to lead the recruitment, selection, and assignment of support staff; approve all matters relating to employee transfers, promotions, discipline, terminations and resignations.
  • Supervise office administrative support, grant funded and intake staff, conduct interviews, process personnel and position action paperwork, draft position descriptions, process time and effort adjustments, and conduct annual appraisals and required training.
  • Provide oversight and guidance to case management staff.
  • Ensure competency of staff through training, feedback and annual evaluations with input from appropriate team members.

Research:

  • Assist with the administration of research grant packaging and preparation of all necessary documents required for submission to Office of Sponsored Programs and/or outside grant agencies.
  • Review and/or prepare all out going grant/budgets prior to submission.
  •  Actively participant in Pre and Post Award requirements.

Education and/or training:

  • Bachelor’s degree in a relevant discipline and five (5) years of relevant experience required.
  • Master’s degree preferred.

 Level and type of experience

  • Strong working experience with grants and working with Federal, State, and local funding organizations/agencies.
  • Detail oriented and effective at team building, and management of a diverse independent team.
  • Ryan White Program Management experience strongly preferred.
  • Prior grant management background is preferred.
