Executive Director - MIBE

Old Dominion University’s Virginia Modeling Analysis and Simulation Center is seeking applications for employment as seeks a full-time Executive Director to champion MIBE’s goal of making this regional naval and commercial ecosystem into the nation’s center of maritime excellence. This highly-visible position will work closely with MIBE’s Strategy Board to develop and execute strategies that take MIBE to a higher operational and organizational level. Serving with the Strategy Board and MIBE Program Manager for a minimum of two years, MIBE’s Executive Director will provide proactive engagement and leadership, build on MIBE’s legacy of activism and achievement, and gain additional ongoing support for MIBE as it anticipates future maritime industry needs.  Master’s degree in maritime related field required with minimum 10 years’ experience in Navy planning and command positions, maritime industry senior management, and related policy formation.

Job Responsibilities:
  • Provide leadership continuity of MIBE as an operational catalyst of the nascent Hampton Roads maritime cluster initiative, with a focus on naval and commercial shipping maritime sectors.

  • Create and maintain strategic relationships with Navy leadership to ensure Hampton Roads partnership in the Navy Sustainment Pilot Program.

  • Work closely with the MIBE Program Manager to support MIBE’s legacy of strategic planning, plan execution, monitoring of programmatic and fiscal performance, and linkage with VA Office of Veterans and Defense Affairs grantee and DoD Office of Economic Adjustment.

  • Build relationships with naval and commercial maritime leadership of other US regions proximate to major Navy facilities.

  • Oversee use of data analytics to optimize MIBE contributions to remediation of highest profile maritime naval sustainment gaps and barriers, and to improvement of commercial maritime industry practices.

  • With guidance from the MIBE Strategy Board and Program Manager support, oversee and lead MIBE planning to mature and strengthen its governance and operational capacities, and ensure collaboration between naval and commercial maritime sectors, and affiliated sectors including the offshore wind industry.

  • Create and maintain a relationship with ODU’s nascent Center for Maritime Analytics, Innovation and Productivity to align MIBE with ODU’s regional and national maritime leadership aspirations.

  • Oversee and lead a MIBE outreach/marketing/communications strategy.

  • Other duties as assigned.
